Andrew Miller, Ph.D is a consultant, advisor, and speaker on innovative mobility and smart cities. He has 20 years of experience spanning academia; Canadian government at the municipal, provincial, and federal levels; and private-sector advisory.
A fellow of the Roots of Progress Institute, he writes deep-dive articles on mobility, innovation, and transit at his weekly Substack newsletter, Changing Lanes. His writing there has been repeatedly recommended by Scott Alexander (Astral Codex Ten), Tyler Cowen (Marginal Revolution), Connor Friedersdorf (The Atlantic), and Reilly Brennan (Future of Transportation).
Andrew is a prolific author of op/eds, having written for the Globe and Mail, New York Post, and Wall Street Journal. He has written longform features for Asterisk, Arena, and American Affairs.
Andrew is the co-author of The End of Driving (Elsevier, 2025), a leading textbook on driving automation, and its opportunities and implications for cities.
Andrew was formerly the Toronto mobility lead for Sidewalk Labs, Google's smart-city firm, where he led development of innovative mobility systems for a proposed "city of the future" on the Toronto waterfront. Andrew has served as an invited expert on automated driving, and the future of mobility generally, to global audiences.
Andrew’s past consultancy clients include governments, land developers, and international airports.
Andrew sits on the boards of a variety of for-profit and not-for-profit organizations that aim to improve mobility networks in the greater Toronto area. He holds a B.A. from McGill University, an M.A. from Yale University, and a Ph.D. from Johns Hopkins University.
